If you see a management profile on your iPad, it indicates that your iPad is remotely managed by a Work or Organization. iPads that are controlled and locked by an MDM (Mobile Device Management) solution can only be released from MDM server by the organization that manages the device. Please note that Apple won't help you remove management profile from iPad that has MDM installed, nor can resetting the device remove it if it's enrolled through Apple Business Manager (ABM).
To find your MDM management profile on your iPad, go to Settings, select General, tap Profiles & Device Management.

Step 3. Get the iPad into Recovery mode
Depending on your tablet model, you may use different button combination to enter Recovery mode. You will want to follow the onscreen prompts to do this. It's pretty easy and quick.
Go ahead and confirm your iPad information.
Step 4. Download firmware for your iPad
When you're ready, click "Start" button to begin downloading the most appropriate firmware package for your iPad model.
After the download, it will reset your iPad to factory settings and erase everything automatically.
Step 5. Bypass MDM on iPad
When your iPad restarts, you have the device reset successfully.
Now, set it up as you did previously until you get to the Remote Management screen.
